Jan Steen painted a lot of these homilies, two with this same title. They sold well. They were not, strictly speaking, genre works. Steen had close ties to the theater and staged his stuff from proverbs or literature using family members as models. The result was something just short of outright chaos, but always masterfully done.
Not incidentally, the family business was brewing and tavern-keeping. The guy with the pipe enjoying milady's attention is probably Jan himself.
Finding good water isn't a problem in the hills of Appalachia. Survivalists who fixate on water probably have other regions in mind, the arid southwest or the western high plains. If I lived, say, on the lee side of the Rockies I'd worry more about water than I do. Which is not much.
